Concerning the Rules for Obtaining Visas of
the Republic of Kazakhstan

(as of 15 February 2004)

Foreign citizens and stateless persons, in order to enter the territory of the Republic of Kazakhstan, are required to obtain a visa, unless a different procedure is established by an international agreement of the Republic of Kazakhstan.

A visa of the Republic of Kazakhstan shall be glued into a passport or other document recognised by the Republic of Kazakhstan, which confirms identity and is valid for travel, and give the right to enter and stay in the Republic of Kazakhstan, and also to exit it or cross the territory of the Republic of Kazakhstan.

Depending on the nature of the stay in the Republic of Kazakhstan, visas are issued as entry, entry-exit, exit or exit-entry visas.

1. The basis for the issue of a visa of the Republic of Kazakhstan and for prolonging its’ validity shall be the written applications, in accordance with the procedure established by law, of international organisations, representations of foreign countries, as well as state organisations of the Republic of Kazakhstan to the Department of Consular Service of the Ministry of Foreign Affairs of the Republic of Kazakhstan in Astana or Almaty.

Non-governmental organisations inviting foreign citizens as tourists and for business purposes shall submit written applications to the DCS of the Ministry of Foreign Affairs of the Republic of Kazakhstan after agreement with the local subdivisions of the migration police service of the oblast level (for residents of Astana and Almaty, the migration police of the central administration of internal affairs of Astana and Almaty).

In order to invite citizens of Australia, Austria, Andorra, Argentina, Belgium, Bulgaria, Brazil, the Vatican City, Great Britain, Hungary, Greece, Denmark, Israel, Ireland, Iceland, Spain, Italy, Canada, Cyprus, the Republic of Korea, Costa-Rica, Cube, Latvia, Lithuania, Liechtenstein, Luxemburg, Malaysia, Malta, Mexico, Monaco, Nauru, The Netherlands, New Zealand, Norway, Poland, Portugal, Romania, San-Marino, Singapore, Slovakia, Slovenia, the USA, Turkey, Uruguay, the Czech Republic, Chile, Switzerland, Sweden, Finland, France, the Federal Republic of Germany, Croatia, Estonia, South Africa, Jamaica, Japan for business or tourist purposes, a permit from the bodies for internal affairs shall not be required, i.e., the invitations of host organisations should be submitted directly to the DCS of the Ministry of Foreign Affairs of the Republic of Kazakhstan (Astana, Almaty).

For foreign citizens arriving in the Republic of Kazakhstan on personal matters, the entrance permit should be registered by the bodies of internal affairs bodies of the Republic of Kazakhstan.

2. In order to obtain a visa of the Republic of Kazakhstan, foreign citizens should appeal to a diplomatic/consular institution of the Republic of Kazakhstan in the country of residence with a valid passport (or international travel document), a copy of an invitation letter with notification of a number of visa support from the DCS of the Ministry of Foreign Affairs of the Republic of Kazakhstan (or original of an individual invitation registered by the bodies of internal affairs of the Republic of Kazakhstan), a completed visa application and photograph. The validity of a passport should not expire earlier than within three months after the expiration of the requested visa. The requirement to provide other documents shall be determined by the consul on a case by case basis.

3. For foreign citizens arriving in the Republic of Kazakhstan together with spouses, children or parents who are citizens of the Republic of Kazakhstan, a visa can be registered on the basis of statements of the named relatives, for a term of one month, but no more than twice a year (this restriction does not extend to the minors of foreign citizens travelling together with parents who are citizens of the Republic of Kazakhstan);

4. In the case of sickness or death of close relatives, a visa may be registered on the basis of the relevant international telegramme from the Republic of Kazakhstan, certified by a doctor.

5. For foreign citizens - emigrants of the Republic of Kazakhstan, private visas may be issued for a term of up to three months to visit native places and graves of relatives on the basis of their own address (without the mediation of a tourist company and supporting documents such as a column in a passport, birth certificate of the Republic of Kazakhstan or copies of a document concerning the burial of a close relative in the Republic of Kazakhstan, or a certificate of the renouncement of Kazakhstan citizenship.

6. For the purpose of further liberalising the procedure for visiting a historical native land, the holders of "certificates for social-economic preferences for representatives of foreign Kazakh Diaspora" may be issued with private visas twice a year for a period of three months, on the basis of their own applications.

In order to obtain a single entry official, tourist, private and business visa, Kazakhstan foreign citizens mentioned in paragraphs 3, 4, 5 and 6 as well as nationals of the following countries do not require a letter of visa invitation: - Australia, Austria, Belgium, Great Britain, Greece, Denmark, Ireland, Iceland, Spain, Italy, Canada, Liechtenstein, Luxemburg, Malaysia, Monaco, The Netherlands, New Zealand, Norway, Portugal, Singapore, the USA, Switzerland, Sweden, Finland, France, Germany, Japan.”

7. Diplomatic visas of the Republic of Kazakhstan are issued to the holders of diplomatic passports and in some instances, when the issue of a diplomatic visa has been recognised as expedient. Diplomatic visas are registered without consular fees.

8. Official visas of the Republic of Kazakhstan are issued to personnel of foreign diplomatic and other representations and international organizations, who are not diplomats, and also to foreign citizens and individuals without citizenship travelling on business matters, who have been invited by state legal entities of the Republic of Kazakhstan.

9. Investor visas are issued to real investors - managers and representatives of managerial staff of major foreign companies, operating in the Kazakhstan market or who have real plans to develop business projects.

10. For processing of a "work" category visa, in addition to other documents, a permit to engage foreign labour should be available, unless otherwise regulated by an international treaty or agreement of the Republic of Kazakhstan.

11. Business visas are issued to foreign citizens and stateless persons travelling to the Republic of Kazakhstan for business purposes (for participation in business negotiations, various forums, market research, etc.) on the basis of petitions of non-governmental legal entities, registered in the territory of the Republic of Kazakhstan.

12. For the processing of tourist visas of the Republic of Kazakhstan, approval from a tourist organisation of the Republic of Kazakhstan should be available, which should have a license to conduct tourist activities.

For citizens of the countries indicated in point 2, tourist visas can be issued at the consular points of the Ministry of Foreign Affairs of the Republic of Kazakhstan in the airports of Astana, Almaty, Atyrau, Uralsk and Ust-Kamenogorsk, on the basis of an application from a tourist organisation to the DCS of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

13. A study visa is registered provided permission has been given by the bodies of internal affairs (migration police), which is issued on the basis of applications of educational institutions, according to the purpose of the trip, in compliance with the visa name category.

14. Visa for medical treatment is issued to foreigners and stateless persons travelling to the Republic of Kazakhstan for treatment, medical observation, consultations and other similar purposes on the basis of applications of the relevant institutions and organisations confirming the nature of the invitation.

15. A permanent residence visa is issued provided all the necessary documents are available, and if they have been registered in accordance with the procedure stipulated by legislation.

16. Transit visas of the Republic of Kazakhstan are registered provided documents (visas) are available that are valid to enter a country of destination and relevant tickets with confirmation of departure date from the transfer point in the territory of Kazakhstan, no later than 5 days from the moment of arrival to the port or station located in the territory of the Republic of Kazakhstan.

The extension of a visa of the Republic of Kazakhstan is executed by the DCS of the Ministry of Foreign Affairs of the Republic of Kazakhstan and the administrations of the migration police of the Ministry of Internal Affairs of the Republic of Kazakhstan, the bodies of internal affairs and central administration of internal affairs for the oblasts and the cities of Astana and Almaty.

If the place of receipt of a visa changes from that indicated in visa support for whatever reason, the visa shall be issued by a foreign institution of the Ministry of Foreign Affairs of the Republic of Kazakhstan in the place where the foreign citizen applied.

The amount of the fee for consular services for the processing of documents and the issue of visas is formed from the amount of the approved consular levy and the amount of the reimbursement of actual expenditures, which are collected in USD or in the currency of a country of accreditation of a foreign institution, on a mutual basis. The foreign institutions of the Ministry of Foreign Affairs of the Republic of Kazakhstan have different tariffs for consular levies within the limit of base minimum and maximum amounts of consular levy rates, approved by the Resolution of the Government of the Republic of Kazakhstan dated 29 December 2001 No.1751.

In accordance with the basic rates, the amount of consular levies for a single entry visa of the Republic of Kazakhstan for entry (exit) or its prolongation for a term of up to three months may amount to USD 10-30;

- a single entry-exit or exit-entry visa of the Republic of Kazakhstan or its prolongation for a term of up to 3 months - USD 20-60;
- a double entry-exit or exit-entry visa of the Republic of Kazakhstan or its prolongation for a term of up to 3 months – USD 30-90;
- a triple entry-exit or exit-entry visa of the Republic of Kazakhstan or its prolongation for a term of up to 3 months - USD 35-105;
- a multiple visa and its prolongation for a term of
up to 1 year - USD 100-200;
up to 2 years - USD 200-400;
- a tourist single entry visa for up to 30 days - USD 20-40;
- a tourist double-entry visa for up to 60 days - USD 30-60;
- a transit visa – USD 10-30.

Information concerning the procedure for referring visa support of the Ministry of Foreign Affairs of the Republic of Kazakhstan to foreign institutions of the Republic of Kazakhstan for invitations of foreign citizens to the Republic of Kazakhstan

For the processing of visa support of the Ministry of Foreign Affairs of the Republic of Kazakhstan for foreign citizens travelling to the Republic of Kazakhstan, the inviting organisation should submit the following documents to the Department of Consular Service of the Ministry of Foreign Affairs of the Republic of Kazakhstan:

1. An invitation letter in the established format (form No. 1).

2. A payment order or receipt of payment of consular fees (not required for budgetary organisations) and actual expenditures.

3. An organisation which appealed to the DCS of the Ministry of Finance of the Republic of Kazakhstan for the first time - a notary copies of the charter, registration certificate from the Ministry of Justice of the Republic of Kazakhstan, a statistical card, (license for tourist activity if inviting tourists), organisations from other cities should send the above documents to the following addresses:

An invitation letter should be written in triplicate, one of which should be submitted to the DCS of the Ministry of Finance of the Republic of Kazakhstan, the second should be sent to the invited persons (by letter, fax, e-mail, etc.), and the third should be kept by the inviting organisation.

The DCS, within 3-5 days, is to process the submitted applications, and after submission of orders to the foreign institutions of the Ministry of Finance of the Republic of Kazakhstan concerning the issue of the visa, should inform the foreign citizen of the visa support number for application to the consular department to receive the visa of the Republic of Kazakhstan.

The working hours for visa issues: Monday, Tuesday, Thursday, Friday from 9 a.m. - 12 p.m.

Payment (for each foreign citizen to be invited) for reimbursement of actual expenditures (for a single entry visa - KZT 660, for double, triple and multiple entry visas - KZT 1055) should be made to the following account:

The consular fee for each foreign citizen to be invited (visa support for one-entry visa - KZT 155, visa support for double, triple and multiple entry visas - KZT 388) should be made to the following account:

Note: In accordance with the provisions of the Tariffs of consular fees, applications will not be considered unless the consular services have been paid for. If an invitation letter is submitted less than 5 working days before the supposed entry of foreign citizens, processing will be carried out in accordance with the urgent (double) tariff. Budgetary organisations are exempt from paying consular fees.
